On the run from a police task force assigned to take him out, The Flash must face the CCPD’s newest deputies: The Rogues. As you can tell from the cover, it does not go particularly well.
This reminds me of the Dastardly Death Of The Rogues in a very tangential sense. I guess the idea of “Flash as a villain and the Rogues as the heroes” is a Flash trope which has passed the test of time — there was a Silver Age story where in a mirror universe, Flash was Central City’s greatest Rogue and Mirror Master the beloved hero, for instance.
