And here’s the official synopsis for the episode. It’s apparently going to be Wentworth Miller’s last appearance in the CWverse, at least as things stand now, but hopefully he’ll appear again sometime in the future.

WENTWORTH MILLER RETURNS AS CITIZEN COLD — When Barry (Grant Gustin) needs help transporting a dangerous meta, he calls on a new friend for help – Leo Snart AKA Citizen Cold (guest star Wentworth Miller).
